- This study aims to determine the leadership role in improving and overcoming work motivation constraints for employees of the Regional Financial and Asset Management Agency (BPKAD) Central Halmahera Regency. This study used a descriptive qualitative approach with the research subjects of the Regional Financial and Asset Management Agency (BPKAD) Central Halmahera District. The selection of BPKAD as an object of research is based on the issue of leadership as a very important instrument in all aspects of national life to determine the direction and progress of a nation. So that it is expected that in the government bureaucracy such as BPKAD a good and professional leader will be created. The method of data collection is done through interviews, observation, and documentation. While data analysis uses qualitative data analysis. The results show that leaders in motivating employee performance by maintaining good working relationships, leaders and subordinates work on the principle of kinship so that employees feel happy with their leadership, leaders are able to create a good work environment, provide facilities and infrastructure so that they can support employee performance opportunity for employees to be able to improve the knowledge and skills of their employees. Leaders include employees in training and activities held, and are able to overcome obstacles or problems that occur in motivating employees through control, direction and guidance.
