- Kabupaten Buton Selatan has a very strategic area of water, the potential in the fisheries and marine sector is very abundant and will be a profitable income if maximally empowered and can improve the welfare of fishermen. but behind that, the fishing community in Kecamatan Kadatua, especially Desa Waonu, still experiences powerlessness in overcoming poverty. This research is about the powerlessness of fishermen in Desa Waonu,Kecamatan Kadatua,Kabuten Buton Selatan. This study aims: First, to know and describe the forms of Fishermen's Disability. Second, to find out and describe fishermen's efforts in overcoming powerlessness. This study uses qualitative methods with the type of case study research. The informants of this research was conducted by purposive sampling, while the data collection techniques used were observation, interviews, and documentation. The data analysis technique used in this study is an interactive analysis put forward by Miles and Haberman. The results of the study show that the forms of fishermen's helplessness are caused by Personal, cultural and structural, factors. Personally; (a) the lack of skill, (b) low self-efficacy, (c) Work Spirit and (d) limited business capital of fishermen. Culturally; (a) Believe in Superstition, (b) Surrender to Fate, (c) Views of life and unproductive activities (gambling and drinking Akohol). Structurally namely (a) Market isolation and electricity supply, (b) Discrimination, (c). social security or social assistance have not been maximized. The efforts made by fishermen in overcoming Powerlessness are farming, (a) Job diversification ; being fishermen also farm, selling catches and selling cakes are some of the ways done by fishermen's wives as additional income, (b) Reduce Spending. Based on the results of the research, the following suggestions can be put forward: (1) forming fishing organizations to build collective awareness, (2) providing legal aid agencies to fishing communities, (3) The need for the local Government to strengthen the mechanisms used to monitor the performance of public administrations and provide access to budget information and participatory mechanisms to the powerlessnes community. (4) The need to improve the quality of awareness about the importance of education for families of fishermen (head of households, wives and children) both in formal and informal education, (5) the need to activate and enhance cooperative activities at the village level.
