- This study examines efforts to improve the social welfare of community-based persons with disabilities in the Shining Tuli Batu community, Batu City, East Java. The Shining Tuli Batu Community focuses on the movement of issues of accessibility, education, employment and Indonesian sign language (Bisindo). The purpose of this study was to find out the efforts to improve the welfare of members based in the Shining Tuli Batu community with social support. This study uses qualitative research with a descriptive type where the research data is based on data found in the field. The subject of this study was the management of the Shining Tuli Batu community. Data collection techniques used were observation, interviews, and documentation. Data analysis techniques include data reduction, data presentation and conclusions. The results of this study indicate that efforts to improve the social welfare of persons with disabilities in the Shining Tuli Batu community through two efforts namely preventive efforts and rehabilitation efforts. Preventive efforts include socializing the application of jakSL as a means of helping deaf disabled people in terms of understanding Indonesian Sign Language (Bisindo) deaf persons with disabilities, bisindo training in Batu Square CFD, as well as Islamic discussions about accessibility. Rehabilitation efforts are able to provide improved social welfare so that persons with disabilities get equal treatment in rights and obligations by eliminating pity as a special treatment in the social environment with the aim of achieving improved social welfare of people with deaf disabilities in the Shining Tuli Batu community.
