- This research was motivated by the social phenomena of the stereotypes development against Muslims in Denpasar after the Bali bombing 1. The existence of stereotypes against Balinese Muslims causes the space of freedom for Balinese Muslims to be limited as in the case of the use of hijab. To overcome this social problem, a community was born with aims to persuade Muslim women in Bali to wear hijab. The problem in this research was how da'wah communication strategies were carried out by the Bali Hijab Sister community. This research aimed to determine the da'wah communication strategies carried out by the Bali Hijab Sister Community in Denpasar City in carrying out communication activities aimed at spreading the teachings of Islam. The researcher used a qualitative research method with a type of descriptive approach. This research aimed to find out how the administrators of the Bali Hijab Sister community compiled da'wah communication plans or strategies in conducting communication activities. The data in this research were obtained through the process of observation, interviews, and documentation. The subjects in this research were 4 people consisted of the chairman, vice chairman, public relations division, and the spiritual division of the Bali Hijab Sister community. This research focused on the preparation of the da'wah communication strategies used by the Bali Hijab Sister community. The data in this research were then analyzed using a communication planning model by Philip Lesly which included the organization and the public. Based on the results of the research, the da'wah communication strategy used by the Bali Hijab Sister community in the organizational stage were first, making direct observations of the phenomena in the field and observing the news in the media. Second, holding discussions about the results obtained during the observations and obtaining results, which was the lack of a religious environment in Bali so that a Muslim woman did not wear hijab. The da'wah strategy used was to conduct a study containing lectures and discussions with the material of women's jurisprudence and association. The communicator was the ustad or ustadzah who was chosen with several considerations which were having concern on the study material and having the thesadidaqaulan and the maysuraqululan speaking style. In addition, the community also carried out several supporting activities in spreading da'wah by uploading images containing da'wah writings on social media to reach out to the wider audience, and charity as an example of good deeds. Next was the public stage, namely feedback or the effect of da'wah. The immediate effect was cognitive effects, evidenced in the question and answer session and conclusions by mad'u after the study. In the researcher's point of view, currently the Bali Hijab Sister community has taken a very innovative approach to the target of its communication activities that is by holding several women's activities. In addition, researchers argue that this community is in the development stage in planning communication activities, so that innovation is still needed in the propagation communication activities.
