- Basically, Thematic learning material must be related to the environment around students of SD Negeri 14 Balikpapan Utara. But, this has not been done in the learning activity in grade IV. So, it needs the textbook development which uses the local wisdom of Balikpapan to help the students in knowing, understanding, and concluding the learning material. This study uses ADDIE’s model development; those are Analysis, Design, Development, Implementation, and Evaluation. The methods which are used to collect the data are observation, interview, documentation, expert validation questionnare, students’ respon questionnare. Validation test is conducted by the teaching material experts, linguists, material experts, and learning experts. After the textbook has validated, the next stage is conducted two trials to the students, those are small gorup trials and large group trials. The types of data obtained are qualitative data and quantitative data. The result of the percentage values obtained from the study of teaching material validator was 88.6% with a very decent category, the evaluation of the material validator was 91.6% with a very decent category, the assessment of the language validator was 96.8% with a very decent category, and assessment from the learning validator at 95.8% with a very decent category. Small-scale trials involving 4 students resulted in an assessment of 94.6% with a very decent category, while a large-scale trial involving 36 students which resulted in an assessment of 92% with a very decent category. Therefore, thematic learning textbooks based on the local wisdom of Balikpapan city theme 8 "Regions Where I stay" Sub-theme 2 "The Uniqueness of the Regions I Live" For Class IV Elementary Schools can be used as teaching materials in learning activities.
