- Specialization program is a policy from the government based on the 2013 curriculum in developing the abilities of students' interests and talents. The purpose of this research is to analyze the implementation of policies, specialization management models, constraints and various efforts in overcoming the obstacles to the implementation of specialization learning at SMA Negeri Kota Ternate. This research was conducted with a descriptive qualitative approach. The research locations at SMA Negeri 1 Kota Ternate, SMA Negeri 8 Kota Ternate and SMA Negeri 4 Kota Ternate. Sources of data and information from three curriculum officers and nine specialization subject teachers from three schools. The technique of collecting data through document studies, observation activities, and interviews. Data analysis in this research is data reduction, data presentation, verification and conclusion. The validity test of the data in this research used triangulation. The results of the research showed that the implementation 2013 curriculum on specialization learning at SMA Negeri Kota Ternate was in accordance with Permendikbud No. 69 of 2013 and schools only made policies based on the central government and adjust teaching hours and based on manuals for specialization and cross-interest from Kemendikbud in 2016 and 2017. There are some differences from specialization management models such as specialization mechanisms and procedures in each school different stages. In the implementation of specialization learning at SMA Negeri Kota Ternate there are several components that influence, namely: (1) learning material; (2) learning materials and facilities; (3) learning methods and (4) evaluation and assessment. Constraints in the implementation of specialization learning at SMA Negeri Kota Ternate include (a) constraints originating from the teacher; (b) constraints in choosing the teaching method; (c) constraints originating from students; (d) constraints in using learning resources and (e) facilities and infrastructure.
