- The aim of this research is to know, what does the PAD, DAU, and PE influence to district’s spending in Kabupaten/ Kota in East Java. The data that use in this research come from the realization report of APBD which established by Direktorat Jenderal Perimbangan Keuangan Pusat dan Daerah. The result of this analysis show that, when tested in parsial and simultan manner PAD and DAU are influence to district’s spending, with lag and without lag. But that fenomena is not happened in economic growth (PE) variable. Economic growth is not influence to district’s spending. So in this research have a conclusion that there has been a flypaper effect which showed by DAU which higher responsed by district’s government.
