- This law study explain about the problem law protection of the violation which prioritize pedestrian safety and the cyclist were did by the motorists. This paper aimed to know and to review how come the law protection to the pedestrian and the cyclist safety, and what are the obstacles in giving law protection to them based on Chapter 106 Paragraph (2) Act Number 22 of 2009 Concerning Traffic and Road Transport. This study used approach method that is sociological juridical, means that a study is did in the real life of society or in society environment which aimed to find the fact, then go to identify and finally give a solution to the problem. The source of data in this study is primary and secunder data. The technique of collecting the data is by doing observation, interview, literarure review and from internet. According the result, the law protection which does not prioritize to the pedestrian and cyclist safety which did by motorists has done by doing repressive through give them rebuke, foreclosure, speeding ticket, compensation, and imposition of criminal sanctions. Then about the obstacles in law protection to the pedestrian and cyclist safety which doing by motorists are still found. Traffic unit police station give the law protection to the pedestrian and the cyclist. The conclude, according the law enforcement officers, they are traffic unit police station of Malang city at this time in the real life still does not effective and efficient yet, so hope the traffic unit police station held some routine socialization from the beginning and increase the patrol program and turjawali.
