- Fisheries development is a process or effort of humans in utilizing all forms of biological fisheries and aquatic resources with activities in the form of fishing and fish farming along with the application and development of science and technology and products, increase in income and welfare, and the addition of employment and business opportunities. SWOT analysis is one of the strategic planning methods used to evaluate strengths, weaknesses, opportunities, and threats on the project and business. This research will be conducted from July until September 2018 located in the Bontang City area of East Kalimantan. The type of data used in this study is to use primary data such as interviews, observations, documentation and direct questionnaires with respondents, namely employees of the Bontang City Marine and Fisheries Agency, farmer groups, owners, managers, and farm workers for consumption fish farming. The data analysis method that will be used in this study is to find out the strategy for developing seawater aquaculture business in Bontang City using the SWOT analysis method. The results of this research are calculations using the SWOT analysis stating that seawater aquaculture in Bontang City, the position of awareness strategy I lies in the strategy of SO (Strengths - Opportunities), namely in terms of internal strength (S) and external opportunities (O) so that it can be interpreted this strategy uses the power to take advantage of opportunities.
