- This research is motivated by the garbage in the city of Tarakan which is approved not environmentally sound. Therefore, the City Government of Tarakan made a policy based on Tarakan City Regulation No. 5 of 2014 concerning Waste Management and the Mayor of Tarakan's Decree number 050/HK-11/65/2011 concerning the Establishment of POKJA (waste) recycling and Environmental education in the Children's Environment school children in Tarakan City. The purpose of this study was to obtain data on policies carried out by the Tarakan City Government in waste management, as well as knowing the supporting factors and inhibiting factors of implementing the policy innovation. This study uses qualitative methods with a type of descriptive research and uses data collection techniques of observation, interviews and document studies. The results of this study indicate that the policy carried out by the Tarakan City Government succeeded in overcoming the problem of waste in the City of Tarakan and also discussed the students to be aware of waste from an early age. There are factors that are considered to inhibit the implementation of the policy by the Tarakan City Government, namely the rainy season problem and also the limitations of the Taling transport vehicle.
