- This research based on the government’s decision to change the analog broadcasting system to the digital system. The government’s main purpose is to improve the reception quality of the broadcast television for the welfare of the Indonesian people. While, this migration is not an easy matter for the Indonesian television, especially local television, because it would requires many funds and the readiness of a strong and good management. The statement of problem in this research is how the preparation of Malang TV and JTV Malang for facing the digital television era and how the preparation of strategy in Malang TV and JTV Malang programs in preparation for competition in the digital television era. The method of this research is based on a qualitative approach. The researcher describes and interprets the data, by describing the actual circumstance which is considered inaccurate and puts it in writing of this research through in-depth interviews. It aims to make easier in describing and explaining the management system of production preparation programs in the digital era by Malang TV and JTV Malang. In addition, in analyzing the issues raised by the researcher, it uses the theory of management POAC as the knives of analysis. Based on the analysis and discussion, it can be concluded that the management preparation of the local television in the digital era performed by JTV Malang and Malang TV has some big differences. JTV Malang would be very serious in handling the management planning of human resource and more qualified strategies programs. Malang TV will be no changes both in the program and management. Production management program for the current analog era for Malang TV is a weapon that will be re-used later in digital era. While JTV Malang will changes the concept of the program so that more interesting by oriented on national television today. The government has not be able to balance between the public’s rights as the audience and the rights of businessmen in media so that many of them are poorly prepared in terms of funding and transparency rules that would apply in the digital age later. The decission of government in the process of local televition migration to digital era be expected can bring many positive impact for all people who can involved in this migration. Because much of the local televition that the operational financing from them self, it’s different with JTV Malang that having a top station name’s Jawa Pos Corporation that not be worried about the operational financial in digital eras later. The changes of competion climate in digital era be expeted can predicted well as governtment who related with all the regulation dan policy be expeted can fair for all the medias businessman and public as the audience.
