- The Problem that occurred in South Africa was a problem related to the development democracy after being released from the political apartheid. Aparthied’s law was since in 1930 by migrants from Europe. Where black people. The majority of whom are politically, economically, and socially marginalized by white people minority in South Africa. Only a handful of black people get the real freedom. This study uses descriptive qualitative research methods to explain how development of democracy in South Africa post-apartheid. Furthermore, this study uses the concept of substantive democeacy as a framework for describing South Africa’s post-aparthied democracy. In this concept, there are three main aspect that make democracy work well, namely a prosperous and equitable economy, strong middle class social conditions, and a democratic political culture (tolerant and lack of skin color differences). This result of this research is that there was a problem that occurred after apartheid was the emergence of xenophobic conflict, this conflict was caused by a gap between three aspect, namely political, economic, and social. The opportunity to get a job in the country itself increasingly difficult for the native inhibitants of South Africa, specially black people due to the increasing of immigrants coming from neighboring countries. This is because the South African government is still lacks special attention for black people.
