- Land registration activities are a manifestation of the objectives of UUPA and PP No.24 / 1997 to provide legal certainty on the rights of land of the people of Indonesia. Since the enactment of the LoGA until 2016, only around 46 million of the 126 million land parcels have been issued outside the forest area. So that as a form of land registration acceleration, the government provides a Complete Systematic Land Registration (PTSL) program with increasing engagement targets for each year, such as Tulungagung Regency which has a target of increasing to 40,000 certificates from 14,000 certificates in the previous year, which only realized 9,366 certificates. The problem that the authors adopt is how the implementation of the PTSL program in Tulungagung Regency and what are the supporting and inhibiting factors in its implementation, as well as what efforts are made to overcome these inhibiting factors. The author uses a sociological juridical approach to the research location at the Tulungagung Regency Land Office by using primary data types in the form of interviews and retrieval of related documents. The PTSL program implementation in Tulungagung Regency has referred to the Regulation of Minister of ATR / BPN Number 6 of 2018 especially in terms of collecting physical data and juridical data so that the implementation of the PTSL program runs effectively even though there are still obstacles in its implementation such as in measuring and mapping land parcels, then collaboration with third parties, namely KJSKB and PTSL participants whose proof of land ownership is incomplete or not at all, can be replaced and proven by using a written statement regarding physical ownership and / or control of the parcel. So that within ± 6 months the PTSL program has reached 45%.
