  • Children are very susceptible to physical and psychological problems so that it is essential to protect their rights to live, grow and develop optimally. In Malang City, numerous children are victims of sexual offenses so that the children have to receive a special protection from law enforcement officials especially during the investigation process. In the investigation process, the child who becomes the victim will undergo a proving process whether there is a criminal act or not by undergoing the Visum et Repertum (VeR) process. During the VeR process specifically at the stage of anamnesis/interview done by doctors towards the children who become the victims, the concerned matter is that there will be a neglect of children's rights so that later it will impact the child's psychological aspect that triggers trauma, loss of self-confidence, and increase the suffer of the children who are initially victims but they have to be involved in the investigation process that is uncomfortable for them. According to this view, the author is interested in conducting research at the Malang City Police PPA Unit concerning the problems: 1. What is the children legal protection as victims towards sexual offenses in VeR documents during the Anamnesis stage? 2. What are the obstacles of children legal protection as victims towards sexual offenses in VeR documents during the Anamnesis stage? The method used in this study was sociological juridical method. The results of the study and the discussion showed that legal protection for children as sexual offenses victim was set out in legislation corcerning children, doctor's code of ethics, and medical practice. Furthermore, the obstacles towards the protective factor was caused by the government, investigators, doctors, family and society. The suggestions in this study were expectation that there would be rules, guidelines/manual that specifically regulate the rights of victims in the VeR process, especially during the Anamnesis phase.
