  • Exclusive breastfeeding is a very important part of fulfilling nutrition for babies for their baby's growth and development needs. From the data that has been gotten by the researcher, in 2017, there were 5.461 babies who were given exclusive breastfeeding and 1.289 babies who were given formula milk. Meanwhile, in 2018, there were 3.069 babies who were given exclusive breastfeeding and 603 babies who were given formula milk. It because of the importance of this exclusive breastfeeding for the growth and development of the infants and also improve human resources early and influencing economic aspects, the Situbondo regency government finally issued the District Regulation Number 2 in 2017 about exclusive breastfeeding. This research aims to analyzed the implementation of exclusive breastfeeding policies in empowering mothers and children in Situbondo District. This study used descriptive qualitative method. The techniques of data collection were using observation, interview, and documentation study. The primary data for the implementation of exclusive breastfeeding policies was observation and interview. Moreover, the techniques of data analysis were using data collection, data reduction, data presentation, and drawing the conclusion.. In this study, the researcher used the theory of George Edward III. The results of the study showed that the implementation of exclusive breastfeeding policies in Situbondo District, this program could be said that was running quite well if seen from several programs that have already been implemented. However, there were some obstacles in the implementation of the Health Office who had a role as the main implementer in this policy. Those were lack of counselor staff, lack of understanding of mothers about the importance of breast milk compared to formula milk, and lack of lactation facilities that available in public places or government or private offices.
