- This research is based on the fact that there is resistance of street vendors (PKL) of Madiun City as a manifestation of people's resistance to the state. The city of Madiun, the capital of the 1 MadiunBakorwil, is economically growing rapidly, affecting the number of street vendors (PKL) exploding. The street vendors come from unemployed people from cities around Madiun such as Kab. Madiun, Kab.Ponorogo, Kab.Ngawi, Kab. Magetan, and Kab. Pacitan which is the economic peyung area of Madiun city. Economic progress in the city of Madiun has left the Madiun people and those without jobs to earn a living as an informal sector trader. To arrange the municipal government traders of Madiun and DPRD to make perda PKL. Perda PKL intended to organize, organize street vendors selling in Madiuncity.However, there was a dispute between the street vendors and the Madiun municipal government, so there was resistance. The law made by DPRD and Madiun city administration aims to make merchants orderly, and carry out the rules, but the regulations give rise to opposition. This study aims to: (1) understand the causes of PKL resistance (2) to understand the meaning and objectives of PKL resistance to Satpol PP. (3) to understand the forms of PKL resistance against Madiun city government. The approach used in this research is qualitative with the technique of data retrieval by observation, interview and documentation. While the theory used to be able to explain PKL resistance is a theory of resistance from James Scott.Research results show: (1) resistance occurs because of the existence of the relocation PKL from downtown to market "Kotak". (2) the purpose of resistance is canceled Relocation, so that traders can still sell in downtown. (3) the steps of resistance are: pre movement, awareness building, building movement, affecting target group, outcome stage, (4) forms of merchant resistance there are 3 (three) ie open resistance, closed resistance, and semi.resistance /mix.
