  • Irrigation in Indonesia began to be developed since Indonesia was unable to achieve rice self-sufficiency. The initial thoughts of Indonesian farmers were only the success of the harvest, and the government was only proud because at that time it was able to achieve rice self-sufficiency without having to bother trying to make available water in the land. Construction of irrigation channels to support the provision of national food is very necessary, so that the availability of water on land will be fulfilled even though the land is far from surface water sources (rivers). The contribution of irrigation infrastructure and facilities to food security has been quite large so far, with 84% of national rice production coming from irrigation areas. This research was conducted using a qualitative approach with descriptive methods. Technique of data collecting is done through: Observations and interviews and documentation. After validity examination, data were analyzed by way of presenting the data at once analyzed and conclusion. From the results of the data obtained: The role of the Regional Government in Managing irrigation networks only facilitates the disbursement of funds which will go directly to P3A accounts that receive assistance, at least 17% irrigation rehabilitation from ADB allocation of funds, forms of community participation in each stage of program implementation at planning, in the form of participation in the form of property and labor, technical implementation of infrastructure development in the form of agricultural assistance to farmers as well as field agricultural instructors by holding meetings or through notifications, monitoring and evaluation carried out by local governments and members of the P3A in all operations and network maintenance in the form of physical network conditions, water discharge or water availability and water distribution systems. Viewed from the provision of facilities and infrastructure, namely the lack of availability of infrastructure, uneven facilities and infrastructure, and the existence of budget constraints.
