- This research focuses on two things, namely the policy of poverty reduction policies through the UMKM Empowerment Program in Tulungagung Regency and the political inhibiting factors of poverty reduction policies through the UMKM empowerment program in Tulungagung District. Meanwhile, the concept used in analyzing the political context of policy is to use the concept of the political system proposed by David Easton. This study uses a descriptive method with a qualitative approach with primary data collection techniques, namely: in-depth interviews with core informants, observations, and other secondary data collection. The results of this study indicate that in poverty alleviation the government of Tulungagung District made the UMKM Empowerment Program as one of its strategies. The political process begins with identifying problems in the form of demands from UMKM actors and support from several stakeholders, then the problems are processed in the form of Program Socialization and Output in the form of UMKM Empowerment Programs. Based on the results of the study there was an increase in the number of UMKM players in 2017 amounting to 53,488 business units, while the provision of capital access through the KUR program increased to 31 percent in 2017 plus the SHAT certificate increased by 350 SHAT recipients from the target of 500 people. In the implementation of this program, there are several factors that become obstacles of the UMKM empowerment program, among others; limited funds provided from the central government and low quality of human resources for UMKM actors.
