  • This research examines the reasons for the Australian government set policies on refugees and asylum seekers by transferring to third world countries in the South Pacific region, Nauru and Papua New Guinea. This research also discusses the condition of detention center created by the Australian government on Nauru and Manus Island, Papua New Guinea. This research was built with a theory that serve to explain and controlling how the Australian government issued its policy. This research use the theory of foreign policy making by William D. Coplin, there are three aspects that are interconnected with each other. This research method is explanative by using literature study data collection. The results of this research found that aspect of Australia political conditions were influence by the parties and media that played significant role in influencing policy makers. There are economic conditions that become a tool for the Australian government to establish cooperation with third world countries to launch their policies. However, in fact that also become an economic burden for Australia. finally there is an international context, there as a product of the results of the Australian policy.
