- This study examines role of the Indian Ocean Rim Association (IORA) in improving the Small Island Development States (SIDS) state economy. The SIDS states are Mauritius, Seychelles, Comoros and Madagascar. The purpose of this research is to support the role of the IORA in improving the economy of its member SIDS country. This research is qualitative research with deductive models. The framework analysis applies neo-liberal institutionalism perspective by Robert O. Keohane in order to see the views of institutionalist neo-liberals towards the IORA as an institution. The concept of international organization by Clive Archer is also used in this study to see the role of IORA as an international organization, that is an instrument, forum and independent actor in international relations. The research method used is descriptive with library research as data collection. Results of this study show that IORA’s roles in enhancing SIDS states economy through its roles as an instrument, forum and independent actor; and as an institution seen from the neo-liberal institutionalism perspective in making efforts through 6 priority areas of cooperation as a mechanism of cooperation within the IORA.
