  • This study aims to describe Good Urban Governance as a concept of slum settlement handling through the development of sacred thematic villages in Malang City. Malang City in total has around 600 ha of slum areas with one of the negligence namely Kasin Village. One of the efforts to handle slums is done by developing a thematic village that involves the community directly. There are two issues that are the focus of this study, including urban management in the perspective of good urban governance and the inhibiting factors in urban management in the perspective of good urban governance. This study uses descriptive-qualitative research. Source of data in the form of data from interviews, documents. The research subjects were informants, namely employees of Barenlitbangda, Disperkim, Kelutahan Kasin, and communities around the Sacred Thematic Kampun. While the data analysis technique uses four stages including, data collection, data reduction, data presentation, and conclusion drawing. Meanwhile, to answer these problems this study uses the concept of Good Urban Government which consists of several variables such as sustainability, decentralization, efficiency, transparency and accountability, equity, community involvement, and security. The results of this study indicate that the development of sacred thematic villages based on good urban governance still does not realize the sustainability specification, because it does not provide significant economic development for the community and does not have long-term planning. But it produced several changes which included the emergence of public awareness of cleanliness; construction of road infrastructure, drainage and culverts; the realization of community participation in the process of developing the village; and loss of image preminism in sacred kapung. Some obstacles include the absence of a medium-term development plan for sacred thematic villages; less siginifan in improving the economy of the community. and there is still a threat of flooding due to the location around the riverbank.
