- Software development projects require experience and knowledge of the developer or client related according to the systems will be built. Unclear client needs and idea for the system potentially to emerge many change of requirements during the process of development which can not be resolved using conventional software development methodology. The implementation on the requirements of the less significant to the client or the system resulted in the development of the project becoming longer. Personal extreme programming can be used to build an application take less time because it can handle changing requirements flexibly. Moscow method is useful in assisting planning and developments to only focused on the primary requirements. This applied research methodology personal extreme programming in developing Kejari Batu library system which is the client known unfamiliar on software technology. Moscow method applied during the planning process to prioritize work on primary requirements to reduce development time. The goal for this research is Kejari Batu library system that meets client’s requirements.
