- This research is discuss about the reason of Barack Obama who vote The Bill of Juctice Against Sponsors of Terrorism Act (JASTA) to US’ Congress, where the main subject of the JASTA Bill is to demand pople, group, or certain state proven to have helped terrorist in the 9/11 terror attacks. Foreign medias have predicted that Saudi Arabia will be the first victim of the Bill, given that 15 of the 19 suspects are the citizens of Saudi Arabia. This research uses the rational actor theory where Obama as the individual who place himself as state that considering some options to get the best cost and benefit, and this is an explanation research that uses the library research technique. The results of this research is to find out that Barack Obama has three alternatives on facing the US Congress, they are; receive, revise, and reject. However, the biggest alternative with the least loss is reject, that because the effectiveness of the US in the international is not disturbed, so the US still can get its national interests, and also US doesn’t break the sovereign immunity that have been risen by the UN, so that Obama can choose to vote the Bill.
