- The world has recognized the existence of persons with disabilities as equal beings and their rights guaranteed in an international human rights instrument embodied in the Convention on the Rights of People With Disabilities. Indonesia ratified the convention without making any changes at all and has been enacted in the Act.19 Year 2011. As the duty barer of the country has full responsibility for all implementation of human rights enjoyment for its citizens, the responsibility is also delegated to all regions in nation of Indonesia. As one of the areas responsible for implementing the convention, Mojokerto City comes by campaigning "Inclusive Cities ForDisabled" with a focus on access to work and education for people with disabilities. With the aim of conducting academic exploration disciplines, the study intends to discuss Mojokerto government policy concepts for People with Disabilities, then how to fulfill the policy, and to view the public view of persons with disabilities about their rights as persons with disabilities. The researcher uses a qualitative approach with case study type, in this analysis the researcher uses human rights approach, maqhasidsyariah, as well as Islamic view of work, education, and equality for people with disability. The results of the research found are in the implementation of the fulfillment of the rights of persons with disabilities in Mojokerto City. Perda number 15 Year 2015 on the regulation of disability workforce as fulfillment in hifdnafs and hifdmaal and Perwalinumber 203 of 2013 on the guidance of learners in Mojokerto City as a form of hifdaql. Although still minimal in its implementation and considered an empty policy, Regulation number 15 has been present as an effort to respect the persons with disabilities. Related to the appreciation of inclusive education is realized in the implementation of education at SDN MENTIKAN 1, SDN MENTIKAN 2, and SMPN 8 Kota Mojokerto.
