- Based on the observation in the border region of Bengkayang district, development was still lagging behind when compared to the central area of the district capital . Therefore, the problem in this research are: Firstly, how the implementation of government policy in infrastructure development programs and basic services in the border region of Bengkayang District. Second, how constraints in the implementation of infrastructure and basic services in the border region of Bengkayang Distric. This study method used a qualitative approach with descriptive research. Sources of data in the form of primary data and secondary data were obtained from data collection through interviews, observation, and documentation. The research location is housed at the Jagoi Babang sub-district and Siding sub-district in Bengkayang district, West Kalimantan. The results showed that the implementation of infrastructure development policies and basic services in the border region of Bengkayang district which set in 2015 BNPP Action Plan (Renaksi) program requires coordination with the Ministry of Institution (K / L) and local governments. But for BNPP coordination with K / L in question are not going well, because many program in the Bengkayang District 2015 Renaksi are not in accordance with the budget allocation from K / L. The constraints in the implementation of the Renaksi in 2015 in Bengkayang district were because of budget changes, and also due to policies that do not have binding specificity for K / L as the technical implementer and policy have not been firmly implemented regarding the authority of local governments in the development of border areas. The conclusion from this study is that the role of BNPP is the coordinator of the development of infrastructure and basic services in the border region of Bengkayang district still not running optimally. This is because the 2015 Renaksi program are still many which have not yet adapted to the K / L budget allocation . Then BNPP role in implementing the policy of infrastructure development and basic services are still constrained because of the tight budget, policy factors and local authorities are not yet clear.
