- The enactment of Law No. 6 in 2014 about the village that is an early milestone transformation of existing development paradigm In the village. This law originated from the spirit of reform who wants to make the village as the front line for a shift towards governance maximum. Also through this law, the village delegated authority which is known as Village Autonomy. But the Village Autonomy is not just about the delegation of authority, there will be many tasks to be faced by the village along with Law No. 6 in 2014 about the village, for example RPJMDes Preparation will be able to walk up if it is supported by a good level of human resources. But the human resources level in Bulungan especially in Pimping, Kelubir and Karang Agung villages are still low when viewed from the educational qualification. Therefore the role of BPMD of District is very large in fostering in order to develop human resources at village level to be increased. In coaching Village Government, BPMD has made a series of breakthroughs in order to obtain maximum results. There are several ways by BPMD that are training, comparative study, monitoring and consultation methods. These methods are done so that the village government participate to pro-active in the success of the program launched by BPMD. However, problems related to the liveliness of the village officials still often perceived by BPMD as the initiator of activities. Some inactivity village officials in participating training indirectly affect the quality of the training, but this does not disturb the gains of training, it is evidenced by the absorption of the budget, which reached 95% in 2015.
