- Land registration activities that carried out by the government to ensure legal certainty in article 19 paragraph (1) of the UUPA and reinforced PP list of Land Article 1 Paragraph (1), but the certificate submission program by President Joko Widodo through the PTSL program that run by government through ministry of ATR/BPN resulted pros and cons. The problem that the author lift is, how implementation of the program registration systematic land complete (ptsl) that is a subdivision of certificates land been submitted by the president joko widodo in terms of prespektif agrarian law, how the program of land certificate submission by President Joko Widodo to the community in Mulyoagung Village, Dau District, Malang regency viewed from the perspective of agrarian law, What is the role of President Joko Widodo in the program land certificate submission in Malang viewed from agrarian law perspective, what is the supporting factor and obstacle factor in implementation of program systematic land registration in Mulyagung Village, Dau District, Malang Regency. The writer use sociological juridical approach method, this research location is conducted in Mulyoagung Village, Dau District, Malang regency. Used primary data in the form of interviews and related documents, secondary data in the form library data or related regulation, teritiary data in the form of a supporting dictionary. The result of the implementation PTSL program held by the government is in accordance with Regulation of the Minister of ATR/BPN No. 12 Year 2017 and not deviated. The distribution of land certificate conducted by the poresident directly aim to realize the results of the program PTSOKE already positive and effective because it already include 3 of 5 supporting factor.
