  • At the current phenomenon of Muslim women, there are those who tend to prioritize the modernization and globalization than the values of Islamic law in terms of the appearance of dress, including UMM student. University of Muhammadiyah Malang (UMM) is the largest Muhammadiyah college in East Java, entrusted by PP Muhammadiyah as the college coaches for the entire PTM (Perguruan Tinggi Muhammadiyah/Muhammadiyah College) in the Eastern region of Indonesia. Therefore, UMM is expected to maintain their identity as the charitable efforts of Muhammadiyah to implement Amar Ma’ruf Nahi Munkar based on Qur’an and Hadist including setting the dress rules for their Muslimah students. Forming a portrait of learners Islamic idealism corresponding with the ideals of KH Ahmad Dahlan needed a strategy, one of them through a policy. Policy not merely as an Islamic symbolism for the University, but also as a character education. This research activities are conducted to obtain information about the policy strategy for the veiled Muslim students at UMM and its implementation. This research was designed using descriptive qualitative approach. As for the instruments supporting this research are questionnaires, observation, and documents. This study shows that the veiled policy in UMM is persuasive educational (to be reminded) using acculturation / cultural stages approach in the form of circular letter from the Rector, appeals about veiled obligations on the month of Ramadan and liabilities on certain moments. The results of the second study is that the perception of policy makers about the vision-mission, and the meaning of the veil to be reflective understanding of the vision-mission, and the meaning of the veil in the environment of students and academicians environment. A growing perception in UMM that "Close the genitalia is obligatory, and the "veil" is the cloth covering the head to the chest."
