- Education in elementary schools is the first level that will determine the direction of student character development. Therefore, in the basic schools the character of students' discipline and responsibility must be developed and programmed by the school, it is necessary to conduct a variety of school policies that can support the success of educating the character of discipline and responsibility through activities arranged by extracurricular schools and ceremonies. The purpose of this study are: (1) Describe the role of the principal in developing student character education at SDN 2 Tegalbadeng Timur District of Jembrana Regency (2) Explain the constraints faced by the principal in developing student character education at SDN 2 Tegalbadeng Timur, Negara District, Jembrana Regency ( 3) Providing solutions to the principal in developing student character education at SDN 2 Tegalbadeng Timur, Negara District, Jembrana Regency. This study used descriptive research with qualitative approach. It was done in SDN 2 Tegalbadeng Timur Kecamatan Negara Kabupaten Jembrana. The data sources chosen were primary and secondary data. The technique of data collection used in this study was observation, interview, and documentation. The results of the study are (1) The role of the principal in shaping the character of learning: instilling character during the teaching and learning process through, motivating, advising students and planning learning programs, environment: forming the character of students' discipline and responsibility through programs made by extracurricular schools , ceremonies, and courses read the Qur'an. (2) Constraints faced by learning: lack of interest in student learning, playing alone, environment: lack of support from parents, lack of having a sense of responsibility to take care of the surrounding environment, and environmental factors around the house. (3) The solutions offered are learning: motivating students, advising, and giving gifts / rewards to students who have rules in the learning process, environment: making activities outside school hours dhuha prayer alternately during breaks, are required to attend scout extracurricular activities, and collaboration between the school and student students to pay more attention and supervise students.
