Among them are mental retardation that has intelligence below average - which causes difficulty in adjusting to the surrounding environment, and there is a classification of deaf people who are classified as moderate mental disability. Researchers in the research activities were using the ADDIE development model. This model has five stages, namely, Analysis (analysis), Design (design), Development (development), Implimentation (trial), Evaluation (evaluation). The first stage is the analysis aims to find out the needs and constraints in learning activities, the second is designing the results of the analysis in accordance with the needs and characteristics of students based on competence, the third is determining the components based on the results of the previous design consisting of SK, KD and indicators, the fourth is the application implemented to test the feasibility of products that have been developed against media experts and research objects, and the fifth is evaluation is an activity to find out the results of the trial process and improve the product in accordance with the advice of media experts. The results in this study get valid results for product validation with 92.5% details for media validation, 87% for material validity, and for students' responses to get 100% results. So, Marble Counting media is very valid to be used as a learning medium.
