- By means of preliminary study at PT. Putra Mandiri Intipact, the authors found the problem of determining the Sectoral Minimum Wage of a regency / city which is not in pursuant with the East Java Governor's Regulation No.6 of 2017 About Sectoral Minimum Wage of East Java. This research takes the formulation problem of How the implementation of minimum wage determination pursuant to East Java Governor Regulation no. 121 Year 2016 About Minimum Municipality Wage In East Java Year 2017, And East Java Governor Regulation no. 6 Year 2017 About Minimum Sectoral Wage In East Java Year 2017, What issues arise in determining minimum wage and How are efforts to overcome problems in determining minimum wage in PT. Putra Mandiri Intipact. This research uses sociological juridical approach method, while primary data sources obtained from field as well as secondary data source from legislation and other literature. Meanwhile, data collection techniques used is interview with respondents who came from the employees and entrepreneurs in PT. Putra Mandiri Intipact and Manpower Office of Sidoarjo Regency. Furthermore, the data of the research are analyzed descriptively qualitative. Based on the results of the study, UMSK was not implemented which is not correspond with the Governor Regulation, but the Joint Regulation. The problems arise are a. Law Enforcement Factors. B. Facilities and infrastructure factors. In addition, the efforts to address it are a. Reporting, and b. Increasing production. In conclusion, PT. Putra Mandiri Intipact do not apply the East Java Governor Regulation No.6 of 2017 about Minimum Sectoral Wages in East Java that is caused by supervision and Infrastructure facilities issues. The final efforts are reporting and increasing production. Furthermore, Government are suggested to supervise periodically, also stipulates that the minimum wage regulation should be viewed as the company's capability, still, determines Wages to see every class of the Company
