- The occurrence of dependence from third world countries towards first world countries judged as a form of weakness of the old development theories that manifest also on Gross Domestic Product (GDP) because of this idea argue that the development of a country should see structured development of more advanced countries without seeing the primary needs of the society and just look at the side of the material only. In this study, researchers use explanative research methods, as well as data collection in the library. Researchers used the concept of GNH, Foucaultdian development theory and deliberative theories that see this weakness and strive to do revisions, explained that construction must be basically refers to public participation, provision of arena to transmit the opinions, and reflections. With these three things, is expected to deliberate the construction without the need for reliance on developed countries. Gross National Happiness (GNH) which is based on 4 pillars, nine domains and 33 charge indicators will be judged capable of being an alternative to the theory of the construction of the old one. The concept of GNH is considered capable of being an alternative to the theory of development before because GNH has provided a space for the community to participate in equality, so as to determine the policy and direction of development in Bhutan and even values that contained has been embraced into the UN Sustainable Development Goals (SDGs).
