- This study analyzing about handing The Homeless Children article 5 based on Regional Regulation of Malang number 9 2013 about handling the homeless children, vagrant, and beggar. The problem to be studied covering the effectiveness and enforcement aspect of Article 5 Regional Regulation of Malang Number 9 2013. The writer using sociological juridical approach as a method in The Social Services of Malang with primary materials, that analyzed using juridical analysis and approach. The result of the research that conducted by the writer says that Handling of The Homeless Children that conducted by The Social Services of Malang still not maximized, that proved by the result of the research that conducted by the writer at The Social Services of Malang. Based on the data that obtained by the writer, the preventive effort still not conducted maximally yet, there is some points that not conducted maximally or comprehensive yet by The Social Services of Malang, but in the other hand the Repressive Effort has been implemented maximum or comprehensive, and that still not accordance with Article 5 Regional Regulation of Malang Number 9 2013 about Handling The Homeless Children, as for the reason why preventive effort still not maximum yet it is because some factors that obstructing the process of the preventive effort, the writer conclude those factors that obstructing the implementation of enforcement is the law enforcer, facilities, society, and culture. The writer suggests that enforcement implementation must be done optimally both preventive and repressive efforts.
