- The forest fires that occurred in Indonesia due to expansion of land and dry season in Sumatra and Kalimantan hascaused air pollution in the South East Asia region. To overcome this problem, ASEAN has made regulations on cross-border smoke pollution through the ASEAN Agreement on Transboundary Haze Pollution (AATHP) which came into effect since 2003. Even though out of 10 ASEAN country has signed for this agreement, but only 9 countries that ratified. Indonesia as a most contributor of the haze does not participate in ratify for several reasons. This thesis uses Graham T. Allison's model analysis theory in decision making through four stages; Goals, Alternatives, Consequences and Choices. The result shows that Indonesia has not ratified the AATHP agreement. Decisions are taken based on the government's rationality to advantages and disadvantages by the AATHP agreement. No ratification of AATHP agreements are caused by the economic and political factors. From an economic point of view, the completion of the pulp and paper industry in Indonesia has increased the value of Indonesia's forest products industry exports. If there is a policy change due to ratify AATHP then it will affect the national income. In addition, if Indonesia ratified the agreement, it means the country will take full responsibility for forest fires. Whereas in fact there are many companies that practice illegal logging and became the main contributors for the land destructions. From a political point of view, the House of Representatives as the legislative body of decision-making must immediately change the relevant draft of regulations regarding the ratification of the smoke haze agreement. Therefore in considering the advantages and disadvantages in policy making, the Indonesian government decided not to ratify the AATHP policy.
