- This study explains the role of the Government of President Joko Widodo in dealing with the problems of illegal migrant workers in Malaysia based on Social Protection concept. In this concept there are 4 variables, Transformative Measures, Protective Measures, Preventive Measures, and Promotive Measures. This research is a descriptive study that uses two concepts, the National Role Conceptions by KJ. Holsti and the Social Protection. The National Role Conceptions provides a conceptual framework for the Government of The Republic of Indonesia’s decision on illegal workers influenced by internal and external factors. In this case, the author identifies one type of role of the Government of Indonesia, which is Active Independent. As to strengthen the argument, the author not only explains the influencing factors, but also describes the role of Active Independent within the Social Protection concept. The data contained in this study are the results of the elaboration of primary and secondary data. The results of this study is the elucidation of the identification result of social protection effort to Indonesian Illegal Migrant Workers based on 4 variables of the concept, Also as the operationalization of the Active Independent role of the government.
