- The type of this research used descriptive research with qualitative methods. Located in Baran hamlet Tlogoaru Village Kedungkandang District Malang City with the subject is Social Construction of Citizens, Social Service of Malang, social worker, and the community who openly provide the information. This research is aim to know how the shape of the empowerment to social construction of citizens through Desaku Menanti program and to find the factors barrier of this empowerment. Desaku Menanti is a program from Social Ministry of Indonesia to reduce the numbers homeless and begging especially in Malang City. Then, they have chosen to be empowered. The empowerment forms include economic, social, health, and education. Its activities includes extending the house, living cost amount Rp 5.000.000,- life and soft skill training, giving SEMBAKO every month, Making of 1000 Mask Village, rehabilitation, Controlling by Dinsos or LKS, Making corporation by UMM as like practical or KKN, giving access to school, Constructing the reading garden and making early childhood education (PAUD) school, socializing the importance of health, conducting outreach and information center of education about drugs, and giving milk subsidy for toddlers and kids under age in order to fulfill their nutrition every month. As the barriers factors from both the social construction citizen or Social are Human Resource (HS) of WBS is low, lazy nature and consumerist, citizens are not yet fully integrated social community with surrounding communities, the presence of saturated of social development because they are difficult to set up and invited in changing to be better, the lack of oversight and control from social corporate so there is citizen who go down to the street for busking, scavenged and the location of interaction is far, the difficult to get the network in Desaku Menanti so getting information is late, less support from various parties in the process of empowerment.
