  • Village Unit Cooperative is one of the important role holders in Indonesian economic system. It has an important role in improving economic prosperity in the countryside to achieve regional development goals with policy support from the government as it underlies this research. This research, conducted in “Citra Ponggok Baru” KUD, was established since 1980 until now. This study aimed to determine the role of KUD in improving social welfare of rural communities and the role of government in supporting people's economy through village unit cooperative. This was descriptive qualitative study with purposive technique. The techniques of data collection used were observation, documentation, and interview. While the technique of data analysis used were data collection, data reduction, data presentation, and conclusion. Data validity technique used was internal validity test (credibility). The result of this study found that the role of village unit cooperative was to support social welfare of rural communities supported by 2 factors namely Facilitators and Community Empowerment. It was also supported by three roles of the government in improving people's economy through village unit cooperative carried out by the Cooperatives and UMKM as an Institution for Monitoring, Administrative and Evaluative. However, the result also showed that there were obstacles that caused the role of institutions in improving the social welfare of the poor, which was the most influential factor in the implementation of the role of KUD due to the lack of members’ participation. While in the Department of Cooperatives and UMKM were understanding of the roles stated in the Law No. 12 of 2012. There was no synergy because the obstacles in each institution had a big influence on the existence of the village unit cooperative itself as one of the institutions to increase the level of social welfare of people in rural areas with a populist economic system.
