- To achieve the standard of living and welfare of the people in the form of a fair and prosperous life order, both morally and materially, various efforts are carried out by the government today. The number of industrial area developments carried out by several companies in Gresik Regency has an impact on the social welfare of the community, especially in the industrial area. In an effort to improve the Social Welfare of the Community around the industrial area the government provides policies in the development of industrial estates. One area that implements the development policy of this industrial area is Gresik district. This research is a qualitative descriptive study. The industrial area which is the object of study in this study is the Gresik Petrochemical industry area located in the District of Manyar, Gresik Regency, while the village under study is Roomo Village, which is one of the villages that has a sufficient distance from the industrial estate. In this study the selection of informants / research subjects was determined using Purposive Sample technique. While data collection techniques in research using interview, observation and documentation techniques. The results of the study show that the policy of the Gresik Regency local government to finalize regional regulation number 8 of 2011 concerning the Gresik Regency spatial plan is appropriate, then for the Strategy and Direction of Policy of the Integrated Development Plan for the Medium Term Development of Gresik District, the policy strategy has been made with good according to community needs. The impact of the social development of industrial estates has had a positive impact in terms of education, but still has a negative impact in terms of social interaction and conflict caused by industrial waste. Economically, the community produces a positive impact because it can improve the economy of the community around the industrial area. Then for the ecological impact of the community, the development of industrial areas has an impact on the respiratory health of the community, from the data from Sukomulyo health center from 2015-2017 the number of URI patients in Roomo Village experienced an up and down every year.
