- This research was motivated by the conditions in Pegambiran Village on the north coast. Most of the population there worked as fishermen. With relatively small income, they have to find another job as fishermen to fulfill the needs of their family. Based on that problem, a fish cultivation business was established which was named Bunga Mekar Fisheries Group. This study aims to find out about fishermen economic empowerment through fish cultivation program in improving the family welfare of Pegambiran Village. Besides, another aim of this study is to find out the problem that is faced by the fishermen in fish cultivation program based on participation in improving the family welfare of Pegambiran Village. The research approach taken is a qualitative approach with the type of descriptive research. The subjects in this study were core administrators and members of Bunga Mekar Fisheries Group. The researcher used random sampling in deciding the subject, while data collecting technique used observation, interview, and documentation. The results of this study show the process of the fish cultivation program activities involve the core management and members of Bunga Mekar Fisheries Group from the process of planning, capital, management, harvesting and marketing. And then, the problems faced by fishermen in fish cultivation activities that include funding or capital, sales, and income that are very lacking and the surrounding environmental conditions. Recommendations for Bunga Mekar Fisheries group member, in funding and capital, they can work with banks to borrow capital. Marketing fish can also be processed into food and be sold through websites, cooperation, and gift shops.
