- Indonesia Corruption Watch (ICW) noted that in 2017 there had been 84 cases of procurement of goods and services being processed by the law with state losses reaching Rp 1.02 Trillion. ICW also noted that throughout 2017, there were 576 corruption cases handled by law enforcement officers with a total state loss of Rp 6.5 billion and bribes of Rp 211 billion. This study aimed to find out how the implementation of procurement policies in Malang City contained the process and mechanism of the procurement of goods and services, and the transparency of efficiency, effectiveness, the policy was made to overcome the problems of procurement of goods and services,with innovation through electronic. Government then made E-Procurement.This study uses a qualitative descriptive research method. Data sources used include the results of interviews as primary data sources and documents from LPSE will be processed and analyzed as a data source for research results from the form of photographs, tables and documents and numericaldata. The results of the research from the implementation of E-Procurement policy that the implementation of procurement of goods and services is good because it has met the target every year this year, LPSE has implemented 165 goods procurement packages, and this policy has provided effectiveness, efficiency and capability in the procurement of goods and services, and The LPSE of Malang City itself has fulfilled the 10 standardization of 17 existing standardization, so the implementation of the Policy Implementation is in accordance with the existing targets, and next year will be better.
