- Today, sexually transmitted diseases have become a major threat to the world's population, which is not only economic, social and cultural issue, but health issues also play a significant role problems for the world. Therefore, the city government of Malang outlaw a policy related to HIV/AIDS prevention and countermeasures that writen in Article 15 (Perda Kota Malang Number 12 of 2013 on Public Health Services) which in carrying out the regulation using Collaborative Governance strategy. This research uses descriptive type with qualitative methods, because the researcher considers the problem of prevention and control of HIV / AIDS in Malang is a complex problem which must be explained descriptively The result of this study reveals that the Collaborative Governance strategy on implementing Article 15 (Perda Kota Malang Number 12 of 2013 on Public Health Services) has been quite good. Although there is 1 indicator that needs improvement, that is the facilitative leadership in which KPAD as coordinator of executive prevention and control of HIV / AIDS in Malang is considered less facilitative in cooperating with private sector that impacts on the lack of funding resources, however collaborative processes on HIV / AIDS prevention and control have been carried out well by carrying out indicators of communication, commitment and trust through implementation HIV / AIDS program in Malang, there was an achievement in this collaboration that was seen as a result, the decrease in the mortality rate that causes AIDS.
