- An organization or company is certainly the center of activity in the factors of production, both services and goods. There are many supporting facilities to facilitate operational activities within the company. Like modern tools, production raw materials, and so on. All these things will be very useful if supported by adequate quality human resources. In a company, one of the most important factors is human resources themselves. Improving the quality of human resources must be done in various ways for progress in a company. One of them is PT. Pertamina (Persero) which in this case, is specialized in the Malang BBM terminal, JL. Halmahera. No. 13 sukun, Malang. Because the quality of human resources in PT. Pertamina is not too good, so a program is made to improve the quality of their human resources. The program is a people review program, which was implemented in 2010 to date. (2018) This program is carried out once a year to assess the performance of employees. This study uses a qualitative approach that is descriptive in type. Descriptive method is a method of examining the status of a group of people, an object, a set of conditions, a system of thought or a class of events in the present. The purpose of this descriptive study is to make a systematic, factual and accurate description, description, or painting of the facts and properties, as well as the relationships between the phenomena investigated. Data collection techniques through observation, interviews and documentation that support the results of the study. Determination of subjects in this study using purposive sampling technique is the selection of subjects based on certain criteria that have been determined previously by the researcher through various considerations. The data analysis technique used is data reduction, data presentation and verification or conclusion. Then test the validity of the data by extending the observation, increasing persistence and time triangulation. The use of the theory to analyze the results of this study is to use Talcott Parsons's theory of structural functionalism, the reason researchers use structural functionalism theory because this theory focuses its attention on the structural elements and maintains the function in seeing the implementation of the people review program at the Malang BBM Terminal Office. The results of this study are that since 2010 the beginning of the people review program was applied to all employees, until now 2018 has experienced a very significant increase. not only from the renewal of the people review program system, but a very large influence on the progress of the quality of human resources in PT. Pertamina, especially the poor BBM terminal, has been very good. as said by the head of the RSD field, Mr. Jhodi Irawan as the second highest ranked employee in the Malang BBM terminal said, the development from 2010 to the present is the quality of human resources has increased to 90% thanks to the people review program. That means that for 8 years the unfortunate BBM terminal has experienced an increase in the quality of their human resources which is only affected by one such program.
