- This study focused on describing society empowerment through Kelompok Pembudidaya Ikan (POKDAKAN) Tirta Kencana Agung that includes cultivation process, supporting factor, inhibitor and effect of empowerment to society. Result of this study shows that: (1) Empowerment process includes forming group where it is beginning phase (pioneering), middle phase (forming group and planning program), last phase (program realization) including training, building mina wisata, opening educational service, following competition of decorative fish, fishing business, creating world cup town, fish cultivation process, and marketing. (2) The supporting factors are the availability of abundant natural resources, having desire to develop together, price of fish determined by the cultivator, and good solidarity of members. (3) The inhibators are unpredicted weather, the difference on thinking, and the limit on cultivation tool. (4) Effect of cultivation to society includes economy, social, education, networking, and environment. (5) This study used society centered development theory by David C. Korten that has relevance to the result of study. It is society as the main actor who has power in planning, formulating, and conducting development as their capability and potency. In cultivation process, society placed as “subject” and notly as “object” of development. Society participates in arousing strong collective development.
