- Rural Agribusiness Development Program (PUAP) is a Ministry of Agriculture policy that began in 2008 due to the poverty of farmers. PUAP aims to provide access to the capital to develop agribusiness, which given to all Association of Farmer Groups in Indonesia. Ponorogo is a district that receives the program from 2008-2013. Implementation of PUAP shows the different results. There is even Gapoktan doesn’t distribute PUAP to farmers. So to find out the implementasi of PUAP program it’s necessary to be evaluated. The research method uses descriptive qualitative, giving an overview of the development of PUAP in the Gapoktan. The primary data research are observation and interview. While data collection techniques are by observation, interviews and documentation. Research theory uses implementation of public policy evaluation, Then the data is analyzed and can be concluded. PUAP program has given to all ‘Gapoktan’ in Ponorogo with total of 299. PUAP used by farmers for capital sources and also has been developed into another business unit for selling fertilizers and agricultural drugs. The problem of PUAP is around the budgetary limitations of funds, farmers who are late in paying PUAP and the resigned of Penyelia Mitra Tani as Gapoktan and PUAP supervisors in the field. PUAP has been developed by Gapoktan Mitra Tani, Manteb Abadi and Ronggo Warsito become a saving and loan business unit, selling fertilizer and agricultural drug. PUAP has become source of capital to conduct business activities.
