  • In effort of poverty reduction, realizing prosperity, Malang government through the policy, tries to concern poor people through program proposed to increase poverty and to eradicate poverty. One of programs done to reduce poverty and to support the achievement of Sustainable Development Goals (SDGs) is Keluarga Harapan Program or PKH is assistance program in form of conditional non-cash social aids for poor families registered as PKH members. Since 2013, Malang city government gthrough the Office of Social Affairs has implemented the Ministry of Social's program by using collaborative governance as a model for its implementation. The researcher uses descriptive qualitative method in this research with data collection techniques are like observation, interview, document and supporting secondary data study. In accordance with the results of research on poverty reduction policies in achieving SDGs based on collaborative governance has been carried out fairly well this can be seen from the existence of variables in the collaborative governance model in the implementation of PKH in Malang City. This can be seen from starting condition, Institutional Design, Facilitative Leadership, Colaborative Process until the outcomes of collaboration which showed that those variables had been done. Furthermore, the activities that support collaboration implementation such as forums of both formal and non-formal collaboration, coordination and communication which run well became evidence that all involved actors were able to cooperate well. In addition, activities that support collaboration such as collaboration forums, collaborative activities and coordination and communication that go well become a sign that all actors involved have been able to work well so that collaboration can be found in the implementation of PKH such as behavior change and independence of PKH participants, Changes to the cash social assistance distribution scheme became non-cash based on financial technology, and the decline in poverty in Malang City
