- An Increase in the population of 0.9% each year Affects the amount of water demand in Malang City. From2014 to 2016 the water needs in Malang City Reached 30,364,684m3. Such conditions are not balanced with the amount of production of water resources in the city of Malang, the which is about 11.7% of the total water source in the Greater Malang area. Therefore, the formation of cooperation between the Government of Malang Regency and the City Government of Malang was Carried out in managing Wendit Resources to meet the water needs in Malang City through a cooperation agreement from 2002 to 2022. The research method used is descriptive qualitative to give an overview of inter-regional cooperation in managing Wendit Resources and its problems. Data collection techniques are Carried out by observation, interviews, and documentation. The theory used is the Intergovernmental Networks Robert Agranoff the which emphasizes the existence of key actors and joint action in the implementation of cooperation. The results of the study show the existence of action networks in the implementation of cooperation and the synergy, commitment, and interaction of the two regions in managing Wendit Resources. Malang Regency Government as a water source provider and Malang City Government Utilize and manage the water source to fulfill the water needs in Malang City, especially Mojolangu and Buring Districts. The problem in cooperation is the existence of Disputes over the cost of contributions between the two regions and less intense coordination between the two regions. The realization of the Wendit Source management collaboration is supported by the existence of a coordination, monitoring, and evaluation every 3 years forum. The advice that can be given is the need to increase of awareness and commitment that the source of the water is for the welfare of the community, do the reading of the master meter together to increase of trust and coordination, the development of coordination, monitoring and evaluation activities on a regular basis to improve the performance of cooperation, and develop a joint strategy for Wendit Source management in a sustainable manner.
