  • Integrated Service Center - Small and Medium Enterprises Cooperation (PLUT-KUMKM) is an institution that provides complete and integrated non-financial services for Cooperatives and Micro, Small and Medium Enterprises to improve production performance, Accessories, access to financing, develop human resources, technical and managerial, and organize institute in order to improve KUMKM competitiveness. There are 5 consultants in PLUT deciding: production consultant, pharmacy, finance consultant, human resource consultant and consultant. In addition, they are entrepreneurs consisting of Micro and Small Business. This research uses qualitative approach with critical action research type. The theory used to analyze the contents of documents is the Critical Theory of Jurgen Habermas which explains the knowledge and interests that focus on emancipation. The data obtained from this research is the development of participatory, wawacara, and documentation. Research subjects consist of 5 subjects selected based on purposive sampling technique. The subject is a consultant PLUT - KUMKM Batu city which consists of production, institutional, human resources and financing. The result of this research is the profession of consultant of UMKM has no legitimacy to the strength that they have with PT. This is what Habermas criticized that there is no answer of self-worth, that is, as a responsibility for action that focuses on emancipation.
