- This research is conducted on the basis of the existence of Social Welfare Problems (PMKS) such as homeless people, beggars and street children in Indonesia especially Malang. This is an effort to alleviate the homeless people, beggars and street children. The government has various countermeasures for homeless people and beggars. One of the programs is Desaku Menanti. Desaku Menanti is a comprehensive groundbreaking program to handle homeless people, beggars and street children and prioritize the integration of community intervention through social rehabilitation of homeless people, beggars and street children which is done in village-based integrated manner. Desaku Menanti program will begin in 2016. This study aims to find out the Form of Community-Based Social Planning Intervention through the activities in Desaku Menanti Program. This research is conducted by means of descriptive qualitative approach with purposive technique. The data collecting techniques used are observation, interviews, and documentation. Data analysis techniques used are data collection, data reduction, data presentation, and conclusion. Data validity technique used internal validity test (credibility) especially triangulation source. The results of this study explains that the Community Intervention used in Desaku Menanti is Community Intervention with Social Planning Model which is supported by various skill training that creates the production of several communities and develops tourist destinations in Desaku Menanti. Thus, the communities in that place are able to run their lives independently. But there are some communities that have not been optimally realized such as interventions through social rehabilitation in changing the mindset, communities’ attitudes and mental which are difficult to be changed. Therefore, it is necessary to be given spiritual intervention to provide the understanding of life.
