- Regarding an increasing of human resources quality and controlling an early marriage practice, a head of Ngadisari village determined a village head policy No. 2 year 2013 about 12-year compulsory education program as marrying prerequisite. Several influenced factors through the policy implementation were internal factor and external factor. The internal factor is a low education background of people of Ngadisari village; 56% graduated from Elementary School; 35% graduated from Junior High School; 5% graduated from Senior High School; 2% graduated from University level and people mindset still leant into traditional. The external factor showed a high prevalence of the early marriage practice such as 42% in Indonesia; 61% in East Java; and 42% in Probolinggo region. Further, it will effect to the increasing of the early marriage practice experienced by 26 women who are in 10-19 years old by 2010-2013 in Ngadisari village. The research method was case study qualitative. The data collection was done through observation, interview, and documentation. The data validity was observed from the contribution of the researcher on collecting the data and sources triangulation. To measure the success of the policy implementation, the researcher used a Grindle theory consisting of a variable of policy content and implementation context. The research result showed that the policy implementation had fulfilled an aspect of Grindle theory and got a benefit, a mindset transformation through the parent’s responsibility toward the education of their children, the increasing of student for university level, and the decreasing of the early marriage number. The sanction given through the woman who gets a pregnancy before having a legal marriage status is obligatory to join Packet C program after having a legal status. The suggestion for the research institute is that the socialization program can be done by officers of the village itself and the education quality at SMP PGRI should be fixed for the infrastructure, teacher, learning material and teaching learning process. Furthermore, the local government of Probolinggo can form the regulation of 12-year compulsory education program as the controlling through early marriage practice and becoming a basic policy for compulsory education program spreading widely in Probolinggo region.
