- The government of Indonesia issues a policy to minimize slums in order to overcome its problems in Indonesia. The policy released by government is a KOTAKU program that is derived from Kota Tanpa Kumuh which means a city without slums. KOTAKU program is held in 271 regencies or cities in Indonesia. Additionally, the facilities given by the program are prevention, rehabilitation, rejuvenation and resettlement of slums. This research employed descriptive qualitative method. The findings showed that the commitment toward the aim of KOTAKU program had been based on its vision and mission. Besides, there was also a sense of mutual needs between government and stakeholder. The government was trusting PT. INDANA to help handling slums problem in Malang City as well as PT. INDANA had a big expectation to the government and community for supporting the activities conducted by PT. INDANA. The collaboration of KOTAKU program ran in accordance with the portion of each task. Even though there was no written rule between government and stakeholder, both parties could carry out their respective roles. In this case, the government did not have an authority to regulate procedures and tasks towards the involved stakeholder as there was no rules that required stakeholder to follow the activity given by the government. Therefore, the one who could access every accountability report was only stakeholder. During the program, the slums areas in Malang city were decreased. The collaboration between government and stakeholder were running smoothly, however there was an obstacle in the coordination between fellow government institutions. This case caused some activities neglected and responsibility disposed as they did not understand their duties and roles properly. The last obstacle was located in the insufficient budget. Hence, these obstacles should be minimized by coordinating regularly.
